Understanding the Evolution and Dynamics of TCP Reno Cubic BBR and Vegas Congestion Control

Congestion control is a cornerstone of the Transmission Control Protocol (TCP), ensuring reliable and efficient delivery of data across networks while avoiding congestion collapse. Over the years, various congestion control algorithms have been developed to address evolving network conditions and performance expectations. Among the most notable are TCP Reno, TCP Cubic, TCP BBR, and TCP Vegas, each representing distinct approaches to managing congestion and optimizing throughput, latency, and fairness.

TCP Reno, introduced in the early 1990s, marked a significant step forward in congestion control with the addition of fast retransmit and fast recovery mechanisms. It operates using a loss-based approach, interpreting packet loss as a signal of congestion. When a packet loss is detected—typically by the arrival of three duplicate acknowledgments—Reno triggers fast retransmit to resend the lost segment without waiting for a timeout. It then enters fast recovery, reducing the congestion window by half, which allows the connection to continue transmitting but at a reduced rate. This additive increase, multiplicative decrease (AIMD) strategy enables TCP Reno to gradually probe for available bandwidth while responding conservatively to congestion signals. However, TCP Reno struggles in high-bandwidth, high-latency networks, where its conservative behavior and reliance on loss as the sole congestion signal limit its throughput potential.

To address Reno’s limitations, particularly in modern, high-speed networks, TCP Cubic was developed and later adopted as the default congestion control algorithm in Linux. TCP Cubic diverges from AIMD by employing a cubic function to govern the growth of its congestion window. This function enables more aggressive window increases when the connection is far from its previous maximum throughput and more conservative growth as it nears that threshold. The use of a cubic function, dependent on the time since the last congestion event, allows Cubic to better utilize available bandwidth in high-speed networks without causing excessive bursts. Unlike Reno, Cubic can quickly regain its prior congestion window size after recovery, making it more suitable for modern Internet conditions. Nonetheless, it still relies on packet loss as its primary congestion signal, which can lead to unnecessary retransmissions and latency spikes in lossy networks.

TCP Vegas represents a different philosophical approach to congestion control by utilizing delay-based signals rather than relying solely on packet loss. It estimates the expected throughput based on the minimum observed round-trip time and compares it to the actual throughput. If the actual throughput falls below the expected level, indicating potential congestion, Vegas adjusts the congestion window accordingly—decreasing it when queuing delays increase and increasing it when delays are minimal. This proactive method enables TCP Vegas to detect and respond to congestion before packet loss occurs, resulting in more stable throughput and lower latency. Vegas tends to be more gentle on network resources, but its conservative nature often leads to underutilization of bandwidth when competing with more aggressive loss-based algorithms like Reno or Cubic. As a result, it has seen limited deployment despite its theoretical advantages in terms of fairness and queue management.

In contrast, TCP BBR (Bottleneck Bandwidth and Round-trip propagation time), developed by Google, represents a radical departure from traditional congestion control paradigms. BBR does not rely on packet loss or delay as primary congestion signals. Instead, it builds a model of the network path by estimating the bottleneck bandwidth and the minimum round-trip time. Using this model, BBR sends at a rate that approximates the bandwidth-delay product, aiming to fully utilize the available capacity without overfilling buffers. This approach enables BBR to achieve high throughput and low latency, particularly in networks with shallow buffers or in scenarios prone to bufferbloat. However, BBR has faced criticism for fairness issues when coexisting with Reno or Cubic flows, as it can dominate shared links due to its different pacing strategy. Google has continued refining BBR, releasing newer versions like BBRv2 to address these concerns, incorporating more fairness-aware mechanisms while retaining its core model-based operation.

Each of these congestion control algorithms reflects trade-offs between throughput, latency, fairness, and network friendliness. TCP Reno, while foundational, is increasingly inadequate for modern high-speed networks. TCP Cubic improves upon Reno with a more scalable window growth function but still inherits the limitations of loss-based control. TCP Vegas offers a delay-sensitive alternative, emphasizing low latency and proactive congestion avoidance but at the cost of bandwidth utilization in competitive environments. TCP BBR breaks with tradition entirely, modeling network capacity directly to optimize performance, yet still evolving to better harmonize with existing flows. The continued development and refinement of congestion control algorithms underscore the complexity and dynamism of network communication, where no single solution is universally optimal, but each contributes to a richer ecosystem of TCP behavior.
