At the very heart of this evolution stands Jon Postel, a computer scientist whose steady hand in the early stages of the internet’s growth laid the groundwork for what would later become one of the most carefully managed and contested resources in the digital world.
In the late 1970s and early 1980s, as the ARPANET was gradually expanding into what would become the modern internet, there was little formal governance structure to manage the network’s core functions. Instead, a small, tightly-knit community of engineers and researchers worked collaboratively to develop the protocols that would enable computers to communicate across vast distances. Among them was Jon Postel, a key figure at the Information Sciences Institute (ISI) at the University of Southern California. Postel took on an increasingly central role in the management of the internet’s technical coordination functions, including IP address allocation and the administration of the root zone.
The root zone is the top-level directory of the DNS, containing the authoritative list of top-level domains (TLDs) such as com, org, net, and country-code TLDs like uk and jp. Every internet address ultimately traces back to the root zone, making it a critical component of the entire system. In the earliest days, the root zone file was relatively simple, and Postel maintained it manually, editing the file as needed and distributing updates via email or FTP. Changes were infrequent and generally involved the addition of new TLDs or minor administrative updates. The trust placed in Postel was immense; by virtue of his technical expertise and personal integrity, he effectively became the internet’s de facto root administrator.
As the internet expanded beyond its initial academic and research base, the limitations of this informal governance became more apparent. The introduction of commercial activity on the internet in the 1990s brought with it increased demand for new TLDs and greater scrutiny from governments and private entities who recognized the growing economic and political significance of DNS management. The National Science Foundation (NSF), which had been overseeing some aspects of internet administration, began to seek a more formalized structure that could handle the increasing complexity and diversity of stakeholders.
In 1998, a pivotal moment arrived. Recognizing the need for a more globally representative and transparent organization to manage DNS functions, the United States government, through the Department of Commerce, initiated the creation of the Internet Corporation for Assigned Names and Numbers (ICANN). ICANN was envisioned as a private, nonprofit corporation tasked with coordinating the allocation of IP addresses, protocol parameters, and, crucially, the DNS root zone. Its creation marked the transition from the singular stewardship of Jon Postel to a multi-stakeholder model that sought to balance the interests of governments, businesses, technical experts, and civil society.
Tragically, Jon Postel passed away in October 1998, just as ICANN was taking its first steps. His passing symbolized not only the end of an era of personal stewardship but also the beginning of a new, far more complex phase of internet governance. ICANN inherited the responsibility for managing the root zone, but its authority was initially limited. The ultimate control over changes to the root zone file remained with the US Department of Commerce, specifically through a contract with the National Telecommunications and Information Administration (NTIA), which reviewed and authorized any modifications.
Throughout the 2000s, ICANN worked to solidify its legitimacy and expand its authority, navigating a difficult landscape of international criticism and domestic scrutiny. Many countries, particularly those outside the United States, questioned the propriety of US government oversight over a resource that was increasingly global in nature. As internet usage spread rapidly across the world, calls grew louder for a governance model that better reflected the diverse and international character of the global internet community.
The process of transitioning control of the root zone from the US government to ICANN culminated in one of the most significant events in the history of internet governance: the IANA stewardship transition. In 2014, NTIA announced its intention to relinquish its oversight role, provided that the global internet community could develop a consensus-based proposal for a stable and accountable governance framework. After two years of intense negotiation, the proposal was finalized, and on October 1, 2016, the IANA functions contract between ICANN and NTIA officially expired. From that moment forward, ICANN assumed full responsibility for the management of the DNS root zone, operating under a complex system of checks, balances, and multi-stakeholder accountability mechanisms designed to ensure transparency and prevent any single entity from exerting unilateral control.
Today, the evolution of the root zone stands as a testament to the delicate balance between technical necessity, political compromise, and global cooperation. What began as a small file maintained by a single individual has grown into a highly regulated and transparent system managed by an organization that must answer to a diverse array of stakeholders around the world. While controversies and debates about internet governance continue, the transition from Jon Postel’s stewardship to ICANN’s multi-stakeholder model represents one of the most remarkable examples of successful global governance in the modern era, ensuring that the root zone remains a stable and reliable foundation for the internet’s continued growth and evolution.
