The .kp domain is managed by entities under strict state control, and only a handful of websites are publicly accessible under it. For registrars and service providers outside North Korea, any involvement with .kp would almost certainly constitute a sanctions violation, given the breadth of prohibitions against providing services to the North Korean state. As a result, .kp exists more as a symbolic assertion of sovereignty than as a functional namespace for global commerce or communication. Its isolation is not only the result of state policy but also of the comprehensive compliance risk that discourages any interaction by external parties.
The compliance minefield surrounding these ccTLDs extends beyond registrars to technical service providers such as DNS hosting companies, SSL certificate authorities, and content delivery networks. Providing secure sockets layer certificates to domains in sanctioned states can be considered a prohibited service under sanctions regimes. This has led to cases where .ir or .sy websites have been unable to obtain valid certificates, leaving them insecure and vulnerable. Even automated security services must implement checks to ensure that they are not inadvertently supporting sanctioned domains.
